fix(portal): 越南双 tab 按 area_id=3 判断，与 PC 统一

之前只认 pay_channel=='ALIN_VN'（只有 2 个账号），
现在所有 area_id=3 的越南用户都能看到 银行卡/USDT 双 tab。
BC/YBF 分支加 area_id != 3 条件避免重复。
